Delivering on a child policy portfolio in Uruguay

With more than one in five children in poverty, according to OECD estimates, child poverty in Uruguay had become a central concern across political parties. The 2024 general election presented an opportunity to prioritise this issue more comprehensively.

This project consolidated recent learning and provided evidence on priority actions to reduce child poverty in Uruguay. It aimed to inform political parties’ decision-making in the lead-up to the election.

The study analysed the current landscape of child poverty and the government’s policy responses. It offered insight into the effectiveness of existing measures and identified areas for improvement. It also included updated spending profiles, an analysis of the cost of inaction, and cost-benefit assessments of potential reforms.

By synthesising recent literature and data, the project built a foundation for evidence-informed advocacy. It supported the prioritisation of effective policy solutions and estimated their potential impact on families and Uruguay’s broader development.
