Building a Better Future: China’s Care System and High-quality Human Investment

This report examines how China’s care system can respond to the country’s changing demographic landscape through the Chinese Care System Framework (CCSF). Grounded in the UN’s 6R Principles, it presents care as an interconnected, gender-responsive system in which families, communities, markets and the state share responsibility for supporting children, older persons and people with disabilities. 

The report analyses the structural factors shaping care provision in China and identifies pathways for strengthening the care system. It concludes with strategic policy recommendations to support its modernisation during the 15th Five-Year Plan period, promoting coordinated, system-wide reform that strengthens support for families and care recipients. 

This report was developed for UNICEF China and UN Women China.
